Our vision is supported by 3 goals that drive focused pillars, priority actions and measures of success. The Victorian Government is tracking progress on the delivery of its international education strategy through a range of measures.

A leader in student experience and graduate outcomes

Victoria continues to deliver innovation in program delivery, offering transformative experiences that are responsive to student aspirations, preferences and needs wherever they are located and however they choose to study with us. Study Melbourne student programs and services support increased diversity, inclusion, equitable access and student empowerment, providing graduates with the skills needed to succeed in their chosen careers.

Diversified and strengthened global partnerships

Victoria’s strong global education offering and connections drive sustainable sector growth through student mobility, international partnerships and innovative transnational and digital education models and modes of delivery. The sector’s exposure to volatility is mitigated through support for improved access to emerging and growth opportunities, while consolidating the state’s linkages with its longstanding partners

  • International Student Commencements: Annual growth of Victorian international student commencements from Victoria’s partner countries for education engagement
  • Partnership Outcomes: Annual export outcomes facilitated by the Victorian Government’s Global Education Network
  • Transnational Education Reach: Annual growth to international students studying Victorian education programs offshore*

*  This measure includes international students studying with a Victorian higher education provider offshore and international students studying VCE Offshore.

A global reputation for education excellence

Victoria continues to strengthen its reputation as a high-quality education, training and research destination, with the state leading education innovation and capacity building in the Asia Pacific region. Education excellence extends beyond the classroom, with outstanding student experiences, welfare and wellbeing support, and strong graduate outcomes. The state’s focus on industry collaboration and innovation ensures that its international education sector remains adaptable, future-ready and globally competitive.

Transnational education and flexible delivery models, including digital learning, are expanding access, ensuring Victoria remains a leader in global education in an interconnected world.

Driving sector resilience to adapt to a dynamic global market

Victoria will strengthen existing global education partnerships while exploring emerging opportunities, creating a balanced foundation for sustainable growth. Victoria will focus on diversification and fostering industry collaboration and innovation. Enhancing student support, creating avenues for policy advocacy, and building long-term global partnerships will ensure the sector remains adaptable, resilient and competitive in a dynamic global market.
