Victoria’s Global Education Network continues to lead the way in connecting the state with the world’s evolving international education landscape. As education around the world undergoes rapid change – driven by technological shifts, shifting student preferences and a transformation in international mobility – Victoria remains a premier education destination in Australia and a leader in education technology and innovation. Embedded within the Victorian Government Trade and Investment offices and led by the Commissioners for Victoria, the Global Education Network works to foster strong education, trade and investment outcomes for Victoria, including through targeted inbound and outbound education and EdTech missions and delegations, as well as strategic partnerships.
In an increasingly digital world, students are seeking flexible, accessible learning experiences that can transcend geographic boundaries. The Global Education Network is integral to navigating this change, facilitating partnerships between Victoria’s education providers and businesses, global institutions and industry to develop innovative, future-focused learning pathways. These include transnational education initiatives, hybrid and digital learning options, skills-focused micro-credentials and cross-border collaboration that meet the evolving needs of students, institutions and industry.
The Global Education Network is key to advancing Victoria’s global reputation as an education leader and top study destination. With education representatives strategically placed in key locations across the world, the network supports targeted prospective student engagement, facilitates global education partnerships and, together with the Victorian Government Trade and Investment network, supports the growth of Victorian EdTech exports. In today’s rapidly changing education environment, the network offers Victorian stakeholders critical information and connections with in-country networks, enhancing recruitment efforts and expanding opportunities for Victorian education providers and businesses.

Actions
Champion Victoria offshore through the Global Education Network
Champion and promote the state’s education offerings and provide free on-the-ground support to Victorian international education stakeholders, including through the Global Education Network with in-country education representatives based around the world.
Support the expansion of transnational education delivery and partnerships
Support Victorian education providers to expand their offshore education delivery and global partnerships, including through the Yes to International Students Fund.
Promote digital learning and education innovation
Grow and strengthen programs, activities and events with key global partners and the sector, exploring models for offshore education – driven by digital transformation and evolving student needs – to maintain Victoria’s competitiveness and reinforce its leadership in education innovation.

Targeted promotion activities
Victoria invests in tailored marketing campaigns, digital outreach, and participation in international education fairs to attract students to the state. These efforts showcase Victoria’s world-class educational offerings, cultural diversity, and high quality of life, reinforcing the state as a top destination for international students.
Maximising the National Planning Level (NPL)
Victoria supports education providers in leveraging NPL exemption categories, which apply to specific cohorts including onshore international school students, students enrolled in eligible transnational education (TNE) arrangements, and government-sponsored scholarship holders. The state offers guidance, advocates for Australian Government policy changes, and fosters strategic partnerships to strengthen Victorian institutions’ global appeal and attract top-tier international students.
Expanding transnational education initiatives
Victoria supports the growth of transnational education, particularly in Asia, that aligns with national policy and helps meet regional demand for education through school, higher education and vocational education partnerships, offshore campuses, industry and government training and upskilling programs, and online learning models. By providing offshore students with a Victorian experience in-market, these initiatives strengthen Victoria’s global connections, enhance the state’s reputation as a leader in education, innovation and business, and help attract global talent to Victoria for further study, work and investment opportunities.
